William,
I was once in your situation and found a neurologist who did pro bono work at a private charity clinic. There was a Catholic hospital nearby, where I was sent for blood work and MRIs. I got those free of charge by applying for the hospital's patient assistance program. The MS drugs were free through the drug company's patient assistance program. However, I had already been diagnosed with MS and had been treated for a few years before losing my job and insurance.
If you are uninsured, it would be difficult to find a neuro to do the diagnostic tests unless you could find one like I did, who could do it through a charity clinic and nto charge you. Hospitals generally have programs and would work with you on paying for your tests.
Sorry, that's all I've got. Good luck!
