Fully Enclosed All season Mobility Scooter Car

Hello.i have M.S..ive been searching high and low for a program which help me get a fully enclosed all season mobility scooter car.i have been missing a lot of medical appointments and hospital procedures because I don't have a reliable ride .a regular scooter is of no help to because of the weather .if it's too cold I freeze fast.hot weather Good Lord no..I can get to the laundry and my shopping.does any one know of any Organizations?I've had back surgery and probably my neck will be next.HELP
