How to keep cool when you can't

Hi! I live in Ga and it's HOT every summer and the humdity is horrible. To top it off, we have no air in our car. If we go anywhere for 30 min I am exhausted by the time that we get back because of the heat. Will the cooling devices help with that? How long will one keep cooling? Thanks!
